1. Educational Qualification

MD MS Admission in Karnataka: KEA Counselling

The Karnataka Examinations Authority (KEA) conducts the counselling process for MD MS admissions in Karnataka. Candidates who qualify for NEET PG 2025 must register and participate in the process to secure seats under the state quota, private quota, GMP quota, minority quota, and NRI quota in Karnataka medical colleges.

STEP 1: KEA Registration

The Karnataka Examinations Authority (KEA) conducts the counselling process for MD/MS admission. Eligible candidates who have qualified in NEET PG 2025 must register online through the official KEA website (cetonline.karnataka.gov.in/kea/). Registration usually begins three to four weeks after the NEET PG results are declared. Candidates must complete the registration form, pay the registration fee, upload the required documents, and await the document verification schedule.

STEP 2: Document Verification

Document verification is conducted in offline mode at the KEA office in Bangalore (Malleswaram). Candidates must appear in person with all original documents. After verification, KEA will return the original documents along with a verification slip. This step is mandatory for participation in further rounds of counselling.

STEP 3: Choice Filling

After verification, candidates can fill their preferred college and course choices online based on seat availability. KEA will first release a mock allotment result, which allows candidates to review and rearrange their choices. Once satisfied, candidates can lock their final preferences. STEP 3: Seat Allotment

There are four counselling rounds in Karnataka: Round 1, Round 2, Mop-Up, and Stray Vacancy. Candidates who are allotted seats in Round 1 or Round 2 are not eligible to participate in later rounds. To be eligible for Round 2, all candidates must have submitted their original documents to KEA. Registration usually happens only in Round 1, and KEA rarely reopens it in later rounds.

In Round 3, unfilled NRI quota seats are converted into management seats, and some reserved seats may also be converted into open or other categories. Most seats are filled from Round 2 onward, so candidates are advised not to delay their participation.

STEP 5: Reporting to the respective college

Once a seat is allotted, candidates must confirm admission by paying the required fee and reporting to the respective college. Failure to report or pay fees leads to penalties. If a candidate exits after the Round 1 allotment without being admitted, there is no penalty. However, cancelling after admission before Round 2 results in a penalty of ₹25,000. Not joining an allotted seat in Round 2 requires payment of ₹60,000 to retrieve original documents.

If a candidate cancels before the Mop-Up Round, the penalty is about ₹7 lakh. Cancelling after Mop-Up may result in a ₹18 lakh penalty, although concessions were granted in the previous year, reducing it to approximately ₹2–3 lakh in some cases. Candidates must carefully evaluate their options before confirming admission to avoid penalties.

MD MS Admission in Karnataka: KEA NEET PG Counselling Penalty

Candidates applying for Karnataka NEET PG counselling must carefully understand the seat forfeiture and penalty rules. KEA has strict guidelines, and failure to follow them can result in heavy fines as well as the loss of documents.

• If a candidate leaves a seat after Round 1 allotment (without admission), there is no penalty. They can still participate in Round 2.
• If a candidate cancels a seat in Round 1 after admission but before Round 2, they must pay a penalty of ₹25,000.
• If a candidate is allotted a seat in Round 2 and fails to join before the last date, they must pay a ₹60,000 penalty to collect their original documents.
• If a candidate cancels a seat one day before the Mop-Up Round, the penalty is ₹7,00,000.
• If a candidate cancels a seat after the Mop-Up Round result, the penalty is ₹18,00,000. However, in previous years, KEA allowed some relaxation, and candidates could get their documents back by paying around ₹2–3 lakhs instead of the full ₹18 lakhs.

MD MS Admission in Karnataka: Documents Required

MD MS Admission in Karnataka: Types of Seats in Karnataka

In Karnataka, admission to medical postgraduate seats is classified into several categories. Understanding these seat types and their reservation distribution is crucial, especially for candidates from outside Karnataka, as they need to know which quotas they are eligible for and which are reserved exclusively for candidates from the state of Karnataka. Broadly, the seats are divided into Government Seats, Private Seats, Minority Seats, Management (Q-quota) Seats, and NRI Seats.

Government seats are those offered in government medical colleges, private medical colleges, and private minority medical colleges under the state quota.
