First is first: The Directorate of Medical Education and Research (DMER), Haryana, in collaboration with Pt. B.D. Sharma University of Health Sciences, Rohtak, conducts and manages Haryana NEET UG Counselling.

Is Haryana an Open or Closed State?

Haryana is a closed state for counselling, meaning only Haryana domicile candidates are eligible for government quota seats.

However, private college management quota seats are open to students from other states, making Haryana a partially accessible option for out-of-state candidates.

Medical Colleges in Haryana

Government Medical Colleges (Including Semi-Govt)

There are 6 government medical colleges, including:

  • ESIC Medical College, Faridabad (Top choice due to low bond)
  • PGIMS Rohtak – Haryana’s oldest and most reputed govt college
  • Kalpana Chawla Medical College, Karnal
  • SHKM Govt. Medical College, Nuh (Mewat)
  • Atal Bihari Vajpayee Govt. Medical College, Faridabad – Newly opened
  • BPS Khanpur (Only for Girls)

Semi-Government College:

  • Maharaja Agrasen Medical College, Agroha (Hisar) – Open only to Haryana candidates.

Private Medical Colleges

There are 6 private colleges under state counselling and 2 deemed universities:

  • Adesh Medical College, Kurukshetra
  • World College of Medical Sciences, Jhajjar
  • NC Medical College, Panipat
  • SGT Medical College, Gurgaon (Own university)
  • Al-Falah Medical College, Faridabad (Minority College – 50% Muslim seats)
  • MM Medical College, Saddopur (Ambala)

 Deemed Universities (Via MCC Counselling)

  • Amrita School of Medicine, Faridabad – ₹25 lakh/year
  • MM Institute of Medical Sciences, Mullana (Ambala) – ₹17 lakh/year

These colleges are not covered under the Haryana state counselling.

Dental Colleges in Haryana 

Haryana has a total of 10 dental colleges — 1 government college, 7 private colleges, and 2 deemed universities. Out of these, counselling for 8 colleges is conducted and managed by DMER Haryana.

The distribution of seats for BDS admission in these colleges is divided into two main categories:

  1. State Quota Seats (SQ)
  2. Management Quota Seats (MQ)

State Quota Seats (SQ)

State Quota Seats are reserved only for domicile students of Haryana. You must be a bonafide resident of Haryana, which means:

  • You should have lived in the state for at least 10 years and completed Class 12 from a Haryana school, or
  • Your parent(s) must hold a valid Haryana domicile certificate.

The State Quota accounts for 85% of seats in government dental colleges and 50% of seats in private or affiliated dental colleges.

The State Quota seats are further divided into the following categories:

  • OPEN_CAT: Open Category
  • BCA: Backward Class-A
  • SC: Scheduled Caste
  • SC_DEPRIVED: Scheduled Caste Deprived
  • BCB: Backward Class-B
  • PH: Physically Handicapped
  • OPEN_CAT_ESM_FF Priority-VI: Open Category – Ex-Servicemen/Freedom Fighter Priority-VI
  • BCA_ESM_FF Priority-VI: Backward Class-A – Ex-Servicemen/Freedom Fighter Priority-VI
  • OPEN_CAT_ESM_FF Priority-IV: Open Category – Ex-Servicemen/Freedom Fighter Priority-IV

Management Quota Seats (MQ)

The Management Quota Seats in private dental colleges are filled based on criteria other than domicile and merit alone. Students usually pay a higher fee for these seats.

There is no domicile requirement for Management Quota Seats. Students from other states can also apply under this category.

The Management Category is further divided into:

  • Management Quota (MQ): Seats reserved under the institution’s management.
  • NRI Category: Seats reserved for Non-Resident Indian (NRI) students.

Government Dental Colleges 

There is only one government dental college, 

  • Pt. B.D Sharma, PGIDS, Rohtak

Private Dental Colleges

5 private colleges in Haryana come under the state counselling:

  • Swami Devi Dyal Hospital and Dental College, Panchkula
  • Yamuna Institute of Dental Science, Yamunanagar
  • J.N. Kapoor, D.A.V Centenary Dental College, Yamuna Nagar, Haryana
  • Sudha Rustagi College of Dental Sciences, Faridabad
  • Jan Nayak Ch.Devi Lal Vidyapeeth, Sirsa, Haryana

 Dental Colleges that do not come under the state counselling:

The following listed private colleges conduct their own counselling process

  • SGT Dental College, Gurugram
  • PDM Dental College, Sarai Aurangabad, Bahadurgarh, Haryana

Deemed Universities:

  • Maharishi Markandeshwar Dental College, Mullana, Ambala (via MCC Counselling)
  • Manav Rachna Dental College, Faridabad (via MCC Counselling)

Eligibility Criteria for Haryana NEET UG Counselling 

You are eligible for 85% state quota if:

  • You’re a bonafide resident of Haryana, or
  • You’ve completed Class 11th & 12th from a Haryana-based school

Even if you’re a Haryana native but did 12th elsewhere, you’re still eligible. However, other-state candidates can only apply under the 15% management quota in private colleges.

How to Apply for Haryana NEET UG Counselling

The entire process is online, and counselling is conducted by DMER Haryana through the official portal (usually https://uhsr.ac.in or https://hry.online-counselling.co.in).

Step 1: Registration

  • Visit the official counselling website.
  • Click on ‘New Registration’ for MBBS/BDS counselling.
  • Fill in personal details (Name, NEET Roll No, NEET Score, Mobile Number, Email, etc.).
  • Create a login ID and password.

Step 2: Upload Documents

  • Upload scanned copies of the required documents and  make sure all documents are clear and in the prescribed format.

Step 3: Pay Security Deposit

  • Pay the refundable security amount:
    • ₹10,000 for government college seats
    • ₹1,00,000 for private college seats
  • Payment is done online via Net Banking/Debit/Credit Card.

Step 4: Choice Filling

  • After document verification and fee payment, login and fill your preferred choices of colleges and courses.
  • You can list multiple options in order of preference.
  • Save and lock your choices before the deadline.

Step 5: Seat Allotment

  • Based on NEET score, reservation, and preferences, seat allotment is released.
  • Download the Allotment Letter from the portal.

Step 6: Report to Allotted College

  • Report physically to the allotted college with all original documents.
  • Pay the admission fees and complete the joining formalities.
  • Submit the bond (if applicable in government colleges).

The document list is standard and includes:

  • NEET Admit Card & Result
  • Class 10 & 12 Marksheets
  • Government-issued ID (Aadhaar/PAN/etc.)
  • Haryana Domicile/Bonafide/PRC Certificate
  • Caste/Category Certificates (SC, BC-A, BC-B, EWS)
  • PWD/ESIC/Bond Certificate (if applicable)

Note: Category reservation is only applicable to Haryana domicile candidates. Others are considered under General category.

The following are the different types of quotas offered in Haryana: 

  1. Govt. Quota (85%) – Haryana domicile only
  2. Management Quota (15%) – Open to all
  3. NRI Quota – Preference to Haryana-based NRIs
  4. Minority Quota – In Al-Falah Medical College (Muslims only)

Haryana Service Bond Policy

This is critical to note for Government College aspirants:

  • 5-year service bond in Haryana Government Health Services
  • Bond penalty: ₹25 lakh (boys), ₹23 lakh (girls)
  • ESIC Faridabad: Only 1-year bond with ₹5 lakh penalty

 Important Notes for Other-State Students

  • You are NOT eligible for the Haryana govt. colleges if you don’t have a Haryana domicile.
  • You CAN apply to private colleges under management quota (open state).
  • Reservations (SC/ST/OBC, etc.) don’t apply to you in Haryana. You’re counted under General only.
  • Minority candidates (Muslims) from other states can apply to Al-Falah Medical College under 50% reserved seats.

  • Prefer ESIC Faridabad if you want to avoid long bond duration
  • Beware of hidden charges in some private colleges (especially hostel/mess fees)
