Maharashtra is a closed state for NEET UG admissions.
The implication is that most of the state quota seats are left only for candidates having a Maharashtra domicile or for candidates belonging to special categories such as Institutional Quota, Defence, MKB etc. OMS Candidates are not entitled for the government quota seats register only for the private Institutional Quota seats.
Institutional quota seats (15%) in private unaided and minority colleges will be made available for All India, including NRI/OCI candidates.

Seat Distribution: What Are Your Options?
Here’s how seats are categorized:
For Government/Corporation Medical Colleges:
- 85% State Quota: For Maharashtra domicile candidates only
- 15% All India Quota (AIQ): Handled by MCC, not CET Cell
For Private & Minority Medical Colleges:
- State Quota (85%): For Maharashtra domicile candidates
- Institutional Quota (15%): Open to all, including OMS, NRI, OCI
Who Is Eligible?
You are eligible for State Quota if:
- You are an Indian Citizen
- You have Maharashtra domicile
- You passed 10th and 12th from an institute (Maharashtra).
- You meet the NEET 2025 cut-off (50th percentile for General 40th for SC/ST/OBC 45th for PWD).
You are eligible for Institutional Quota if:
- You have qualified NEET 2025
- You are from any state, including OMS/NRI/OCI
And even children of Maharashtra govt employees who are posted outside of Maharashtra can avail subject to certain provisions mentioned in the clauses.
Maharashtra NEET UG Counselling Step-by-Step Process

Step 1: CET Cell Website Registration
You must first register online at the official Maharashtra CET Cell website: www.mahacet.org.
To participate, you must:
- Appear in NEET UG 2025
- Fill the online application form during the registration window (dates are announced on the website)
- Pay the required fees (non-refundable)

Step 2: Document Upload and Verification

After verification, the Provisional State Merit List is published based on your NEET rank and uploaded documents.
- Only candidates listed in this merit list are considered for CAP (Centralized Admission Process) rounds.
- Institutional quota candidates are also listed separately based on merit.
Step 4: Online Choice Filling (Preference Form)
Now it’s time for you to fill your preferences for courses and colleges.
- This is a crucial step, as admissions are based on these preferences and your NEET rank.
- Preferences are filled online on mahacet.org.
- You can choose from Government, Corporation, Aided, Private, and Minority Colleges depending on your eligibility.
Fill this very carefully, as seat allotment is final once submitted (except in later rounds).
Step 5: Seat Allotment and Admission
Counselling is conducted through CAP Rounds:
- Round 1
- Round 2
- Round 3 (Mop-up)
- Stray Vacancy Round (last round, for vacant seats)
After you’re allotted a seat:
- Download the Allotment Letter
- Visit the college physically for admission confirmation
- Submit your original documents and pay the fees
If you don’t confirm your seat within the given timeframe, you’ll lose it permanently.
