First is First: Uttar Pradesh is a closed state for MDS admission. This means non-domicile students cannot apply for state quota seats. Only students who are natives of Uttar Pradesh and have passed their high school and intermediate or equivalent exams from the state are eligible for these seats, as outlined in the dental admissions guide.
Like many other states, Uttar Pradesh reserves a specific quota for its residents in both government and private dental colleges. This is known as the state quota. In addition to this, there is an All India Quota, which allows students from across India to apply, although these seats usually come with higher fees.
For state quota seats, Uttar Pradesh requires candidates to be domiciled in the state, meaning they must have lived there for a specified period. To be eligible for MDS admission in Uttar Pradesh, you must first qualify for the NEET-MDS exam. Once qualified, you must register for the counseling process conducted by UP NEET to secure a seat.

The admission process for the Master of Dental Surgery (MDS) course is outlined below based on the NEET MDS 2025 counselling:
Completion of Admission Process
Candidates must complete the admission process, including fee payment, at the allotted Government Dental Colleges or designated Nodal Centers as specified in their allotment letter.
Mandatory Fee Payment
For Private Dental Colleges/Institutes/Universities (excluding minority institutions): It is mandatory to deposit the tuition fee as determined by the government at the time of admission.
For Minority Colleges/Institutions: Candidates must pay the tuition fee prescribed by the respective institution.Consequences of Non-Admission
Candidates who fail to take admission for their allotted seat within the stipulated deadline will forfeit their right to admission under the current counselling or allotment process.
Document Verification
Candidates must present original documents during admission.
If candidates fail to produce the required documents or conceal or falsify any information, they will lose their candidature and may face legal action.
5. Required Documents for Admission
Candidates must provide the originals and one self-attested photocopy of the following:
- Copy of Allotment Letter.
- NEET MDS 2025 Admit Card.
- NEET MDS 2025 Scorecard/Rank Letter.
- High School Mark Sheet/Certificate (as proof of date of birth).
- Mark sheets of all professional BDS examinations.
- BDS Degree or Provisional Certificate.
- Compulsory Rotatory Internship Completion Certificate.
- Permanent Registration Certificate from the State Dental Council or DCI.
- Reservation Certificates (SC/ST/OBC/EWS), if applicable.
6. Refund Policy
- The refund process will only commence after the completion of all counselling rounds.
Eligibility Criteria for MDS Admission in Uttar Pradesh (UP)
- Entrance Exam Qualification:
- Candidates must qualify for the NEET-MDS 2024 entrance examination.
- Internship Requirement
- Completion of a one-year Compulsory Rotatory Internship on or before 30th June 2025.
- Eligibility Based on State
- For Uttar Pradesh Candidates:
- MBBS/BDS graduates from government or private medical/dental colleges in UP are eligible for both Government State Quota seats and Private College seats.
- Exclusions: Graduates from AMU (Aligarh), BHU (Varanasi), and AIIMS (Raebareli/Gorakhpur) are ineligible for Government State Quota seats but can apply for Private College seats.
- For Non-Uttar Pradesh Candidates:
- Only eligible for Private Medical/Dental Colleges in UP.
- For Uttar Pradesh Candidates:
- Admission Restrictions
- Candidates already enrolled in a course through previous NEET-MDS counselling are not eligible for NEET-MDS 2025 counselling unless they complete and pass their current course.
- Eligibility for PMHS Candidates
- NEET-qualified candidates working under Provincial Medical and Health Services (PMHS), as per UP government policies, are eligible for counselling with weightage.
- Foreign Medical Graduates (FMG) and Foreign Nationals
- FMG candidates must meet the following:
- Hold a Primary Medical Qualification recognized by NMC.
- Have passed the FMGE and completed their internship by 15th August 2024.
- Foreign nationals must obtain Security Clearance from the Ministry of Home Affairs and may apply for temporary registration with the NMC for the duration of their course.

The counselling process for NEET MDS 2025 involves multiple steps, as outlined below:
Registration Process for UP NEET MDS Counselling
To register for the Uttar Pradesh NEET MDS 2025 counselling, follow these simplified steps:
- Visit the Official Website:
- Go to upneet.gov.in.
- Register Online:
- Use your NEET-PG Roll Number and the same email ID you used for NEET-MDS 2025SEVAE BNI registration.
- Fill in additional details like domicile, category, employment status, and your BDS college information.
- Pay the Registration Fee:
- For the main counselling rounds, pay a non-refundable fee of ₹3,000.
- If participating in the Stray Vacancy Round, a separate registration with a ₹2,000 fee is required.
- Submit the Security Deposit:
- Deposit ₹30,000 for government dental colleges or ₹1,00,000 for both government and private dental colleges.
- Keep the payment receipt; you’ll need it during admission.
- Complete Registration:
- After submitting the form, you’ll receive a registration number.
- Create a password to secure your account and choice selections.

Merit List Preparation
- The merit list for MDS candidates will be prepared based on their All-India NEET MDS Rank.
- Candidates are advised to independently research private dental colleges of interest before proceeding with the choice-filling process.
Online Choice Filling
Steps for Choice Filling:
- Visit the official website: upneet.gov.in.
- Log in using your NEET roll number and the password created during registration.
- Select as many choices as desired and modify them until final locking.
Important Notes:
- Completion of Choice Filling:
- The process is considered complete only after the candidate submits and locks their choices within the given schedule.
- Choice Locking:
- Locking choices are mandatory.
- Once locked, choices cannot be altered or modified.
Seat Allotment
- After the choice-filling period, seat allotment will be conducted based on:
- Candidate’s merit rank.
- Choices are submitted during the online choice-filling process.
- Reservation categories (SC, OBC, EWS, Minority) will be considered under Unreserved (UR) status for allotment.
Stray Vacancy Round
This round is conducted to fill seats that remain vacant after all counselling rounds are completed.
Eligibility Conditions for Stray Vacancy Round:
- Ineligible Candidates:
- Those who were allotted a seat in UP NEET MDS 2024 counselling but did not join, resigned, or failed to secure admission.
- Those already admitted to a postgraduate course through All-India Counselling.
Registration Requirement:
- Fresh registration with a non-refundable fee of ₹2000 is mandatory.
- Only registered candidates will be included in the merit list for the stray vacancy.
Mandatory Admission upon Allotment:
- If allotted a seat during the stray vacancy round, the candidate must report and join the allotted college.
- Failure to do so will result in:
- Debarment from future UP NEET MDS counselling sessions.
- Forfeiture of the security deposit.
