- Candidates who have qualified NEET-MDS-2025 entrance examination.
- Candidates who have completed their one year of Compulsory Rotatory Internship on or before 30 June 2025.
- Candidates who have passed BDS from:
- Government and private dental colleges are eligible for government state quota seats.
- AMU, Aligarh, BHU, Varanasi, and AIIMS Raebareli / Gorakhpur are eligible in Private dental colleges.
- Outside Uttar Pradesh State are eligible only in Private Dental Colleges.

In Uttar Pradesh, the Director General of Medical Education and Training (DGME), Lucknow, conducts the MDS counseling for state-quota seats. However, for the All India Quota (AIQ) seats and seats in deemed universities and central institutions, the Medical Counselling Committee (MCC).
NEET MDS Counselling in Uttar Pradesh 2025 Registration
Step 1 (Registration): The only way to register will be online at https://upneet.govt.in. For registration, the candidate will use his/her NEET MDS Roll No. And the same email ID used by them during registration on the NBE website for NEET MDS 2025.
Step 2 (Payment of Registration Fee): Candidate will make payment of the Registration fee only once 1st, 2nd, and 3rd rounds of counselling.
Step 3: After successful submission of the registration form, a registration number will be generated.

NEET MDS Counselling in Uttar Pradesh 2025: Counselling Process Information
After successful registration, here are the steps of the Counseling Process:
Step 1 (Publication of Merit List):
Merit list for MD/MS/Diploma candidates will be prepared after providing weightage to In-Service (PMHS) candidates.
Step 2 (Choice Filing and Locking):
For choice filing, visit the website https://upneet.gov.in and log in by using the NEET Roll number and Password created at the time of registration. Choice Locking is compulsory; if not locked, then online allotment will not occur.
Step 3 (Seat Allotment):
After scheduled period of choice filling, seat allotment will be done based on merit cum choice filled by the candidates. Seat allotment status of successful candidates will be displayed on the website https://upneet.gov.in.
Step 4: Report to College
Allotted candidates will have to download the allotment letter before reporting to the allotted dental college.
Step 5 (Rounds of Counseling):
In the first round of counselling, if a candidate does not take admission to the allotted seat, the candidate will be allowed to exit for free.
If the Candidate has secured admission after the first round of counselling in the allotted college but wants to reshuffle his/her seat/college, then he/she will remain eligible for upgradation of seat up to the third round of counseling.
The conversión of seats will be carried out during the 3rd round of counseling for the State quota.
