Is Punjab an Open or Closed State?

Punjab is considered a closed state for MBBS admissions, meaning that only candidates with a domicile in Punjab are eligible for the 85% state quota seats in government medical colleges. However, Punjab is an open state for BDS. Non-domiciled candidates are allowed to participate in the Punjab NEET UG Counselling.
