FAQs
1. What is the difference between an open and closed state in NEET MDS counselling?
An open state allows candidates from any part of India to participate in its private college counselling (e.g., Uttar Pradesh, Karnataka). A closed state, on the other hand, restricts counselling to candidates who are domicile residents or have completed their BDS from that state (e.g., Maharashtra).
2. Can I participate in counselling in Maharashtra if I am not from the state?
No, Maharashtra is a closed state for state quota and institutional quota counselling. However, NRI seats and deemed university seats (through All India counselling) are open to all candidates across India.
3. Is Madhya Pradesh an open state for NEET MDS?
Madhya Pradesh is partially open. In Rounds 1 and 2, only MP domiciles or BDS graduates from MP are eligible. In Rounds 3 and 4, remaining seats may open to outside candidates, but by then, most clinical branches are filled.
4. Which are the best open states for NEET MDS 2025 counselling?
The most popular open states are:
Uttar Pradesh – 27+ private colleges, open to all
Karnataka – Multiple quotas for outside candidates, affordable fees
These states offer wide accessibility and clinical seat availability.
5. Can I apply to multiple state counsellings simultaneously?
Yes, you can apply to multiple state counselling rounds alongside All India counselling, but you must track timelines carefully. Overlapping seat allotments can create confusion or lead to missed opportunities if not managed strategically.
6. Do I need a domicile certificate to apply in open states?
No, open states like Uttar Pradesh and Karnataka do not require a domicile certificate for private seat counselling. However, for government seats, domicile is still mandatory.
